The National Apple Festival emerged in the Black River Legislature through Act 360, enacted on October 9, 1964, which did not determine location of your seat.

Later officials enacted a new decree on National PE (No. 2007 of March 23, 1966) that saved the omission of the first error.

The first article of the law says that "the National Apple Festival should be carried out for every year in the city of General Roca, province of Black River, between the last week of March and first of April."

Since 1966 the festival takes place in late February or early March (although there were some years that was not performed for various reasons). The queen elected at its first edition was Teté Coustarot who later developed a career as a model and journalist.

It is a typical feast of harvest time, as there are in many of the farming communities.
